AUSPOST Whistleblower Hotline

http://www.ombudsman.gov.au/making-a-complaint

Australia Post Group has established a Whistleblower Hotline to enable workplace participants,
former workplace participants and customers of Australia Post Group, and public officials
of other
agencies, to report suspected unlawful or improper conduct in accordance with the
Public Interest
Disclosure Act 2013
(PID Act
).
Customer Complaints
Suspected activity that does not meet the criteria of a public interest disclosure should be directed
to the Customer Contact Centre on 13 76 78 or by
email
[email protected]
This includes complaints regarding:
a)
the delivery of mail or parcels;
b)
the collection of mail or service received at an Australia Post facility; or
c)
the behaviour of Australia Post staff ie. reporting driving offences.
What is a Public Interest Disclosure?
Activities that might be a public interest disclosure (
PID
) include
:

Conduct or practices which are suspected to be unlawful or in breach of any
Australian or foreign law, regulation or code (such as theft, drug sale or use, criminal
damage etc.
).

Corrupt or fraudulent conduct (such as misappropriation of funds, bribery, undue
influence, false or misleading information etc.
).

Substantial mismanagement or wastage of Australia Post
Group’
s resources (such as
excess private use of an Australia Post Group phone, unauthorised use of fuel cards
for private vehicles, using Australia Post Group resources/information for personal gain
etc.
).

Conduct involving substantial risk to health or safety or significant danger to the
environment.

Conduct that may cause serious financial or non-financial loss to Australia Post Group
or damage to its reputation or brand.
How to Make a Public Interest Disclosure
If you are a workplace participant, former workplace participant or customer of Australia Post
Group, or a public official
of another agency, wanting to report suspected unlawful or improper
conduct, a disclosure can be made via the Whistleblower Hotline on 1800 799 353.
The Whistleblower Hotline is managed by an external provider, who will direct your concerns to an
Australia Post Group Authorised Officer. Provided that your disclosure meets the above test and is
(or is deemed to be) a PID, it will be managed in accordance with the PID Act, as described below,
upon receipt by our external provider
.
Alternatively you may contact an Australia Post Group Authorised Officer directly at
[email protected]
.
Information to Include
When providing a disclosure you should consider providing as many of the following details as
possible, to assist Australia Post Group in determining the best course of action:

Your name and contact details (recommended, however anonymous disclosures can
be made)

The nature of the wrongdoing

The details of the person you think committed the wrongdoing (if the person is a
contracted service provider, the provider details and location)

When and where the wrongdoing occurred

Any relevant events surrounding the wrongdoing

Anyone else aware of or involved in the wrongdoing

Anyone else who may verify the claims

If you did anything in response to the wrongdoing

If you are concerned about a possible reprisal

Any supporting information (e.g. Documents, file notes)
The information provided should be clear and factual. Avoid speculation, personal attacks and
emotive language.
Public Interest Disclosure Act
The PID Act encourages and enables public officials to raise suspected wrongdoing within the
Commonwealth public sector.
All Australian government agencies, Commonwealth companies and public authorities have
responsibilities under the PID Act to:

Encourage and facilitate the disclosure of information about suspected wrongdoing

Support and protect people who make disclosures from adverse consequences

Investigate suspected wrongdoing and take appropriate action
Protections under the PID Act
The PID Act provides certain rights and protections to public officials making a disclosure under the
PID Act:

Confidential handling of disclosures in a timely manner

Immunity from civil, criminal and administrative liability in relation to making a PID

Protection from detriment or reprisal caused to a public official for making a disclosure
or who are suspected of having made a disclosure

Regular updates about the decision making at certain points during the PID process
These protections and immunities continue to apply after a PID investigation is finalised. However,
the PID Act will not protect a public official who knowingly discloses false or misleading information,
or from the consequences of their own wrongdoing which may be investigated as a result of the
PID.
Your responsibilities
The following responsibilities apply to public officials making a disclosure under the PID Act:

Do not knowingly report false or misleading information

Be discreet about your PID and maintain confidentiality throughout the PID process

Provide reasonable assistance as required during the investigation

Seek advice about the process and your rights and responsibilities

Alert your supervisor or the authorised officer to any problems that you may be facing
or possible reprisal action in relation to your disclosure

Seek appropriate support if you need
it
Anonymous Disclosers
When making a disclosure you can elect to either identify yourself or make an anonymous
disclosure. By identifying yourself, you receive the protection, support and update entitlements
provided under the PID Act. It also provides investigators the opportunity to clarify information or
gather new information you may have.
Australia Post Group has the discretion not to investigate if contact details are not provided and
further information is required. Anonymous disclosures do not receive updates regarding the
outcomes of investigations.
Further information about the PID Act is available at:
http://www.ombudsman.gov.au/about/making-a-disclosure.
