I assume it's because he likes seeing little girls on horses. 
I doubt it has anything to do with cb radio.
You dont go on the committee board just so you can fix a radio.. obviously he has other motives.
Michael Darby has already been taken to court for looking at neighbours naked wife through their windows.
And now Michael Darby is going to court again, for stalking, and threatening other neighbours in the area with a hand gun.
